HOUSE VOTES TO REMOVE DELEGATE

West Virginia Delegates have voted to declare vacant a House seat won by Joseph de Soto, who is under home confinement.  The Berkeley County Republican-turned-Democrat was arrested in December for allegedly making terrorist threats against fellow lawmakers.  Sharp debate broke out over whether proper procedures were being followed to remove someone who hadn’t yet taken the oath of office.  Both political parties are now preparing to nominate possible replacements.
