Seventy-five-year-old Bedford resident Rickie Claar is facing charges, after authorities say he hit a 6-yhear-old girl with his car during a Halloween event there. The child was taken to the hospital for treatment of a sprained ankle. Surveillance video showed the girl was struck by Claar’s vehicle. He is now being charged with accidents involving injury and traffic charges.
