Maryland-based Competitive Power Ventures is coming to Doddridge County, West Virginia, to establish the site of a natural gas power plant that will use carbon capture technology. Local elected officials must approve a PILOT, or payment in lieu of taxes plan, before the company locates there. The announcement represents a $3 billion investment to build the plant.
