The governor’s new plan to save West Virginians some tax money may be a good plan, but it certainly will not win any awards for the best name ever. The “Car and All Vehicle Tax and Elimination and Protection of Local Government Act” is not a tax elimination, but it would be a dollar-for-dollar tax credit. After paying the personal property tax for items like a car, the taxpayer would then fill out a form to get a rebate.
