Both Celinda Courtney Lockard and Dolphin Ricardo Smith were arrested in Frostburg last week. Ms Lockard was located inside the residence and faces several motor vehicle charges. Smith was charged with violation of probation on a fraud count. Ms. Lockard was released on her own recognizance, while Smtih was held without bond.
