The Maryland Attorney General’s office has released the name of the officers and the man who died in the custody of Hagerstown Police. The Independent Investigations Division says the officers are identified as 27-year veteran Captain Tom Langston, 14-year veteran Sergeant Steve Lucas and eight-year veteran Officer Zach Rowe. The man who died was 46-year-old Kelvin Lashawn Baker of Hagerstown. According to the preliminary investigation, Baker was placed in handcuffs and put into a cruiser as police executed a search warrant on East Washington Street Saturday night. While in the cruiser, Baker vomited, had difficulty breathing, and became unresponsive. He was taken to a hospital where he died.
