Three bills are on the Pennsylvania governor’s desk waiting to be signed. They include a measure that would allow third class cities to hire outside firms to provide the services reserved for a city manager. The change was reportedly inspired by discussions with officials at the Pennsylvania Municipal League. Other legislation would allow those in therapeutic programs to get free fishing licenses.
